Ontario Immigrant Nominee Program (OINP)
i. Foreign workers
To qualify, the Employer must meet the following criteria:
• Employers must have been inactive business (corporations, limited partnerships, and sole proprietorships) for at least 3 years.
• Employers must have business premises in Ontario where the prospective nominee will work.
• Employers must be in compliance with all provincial labor laws, including but not limited to employment standards, health and safety, and labour relations legislation.
• Employers inside of the Greater Toronto Area must have:
i. a minimum of $1,000,000 in gross annual revenue for the most recent fiscal year,
ii. five permanent full-time employees who are Canadian citizens or permanent residents (per position to be filled each nomination year) at the location where prospective nominees will work.
• Employers outside of the Greater Toronto Area must have:
i. a minimum of $500,000 in gross annual revenue for the most recent fiscal year,
ii. three permanent, full-time employees who are Canadian citizens or permanent residents (per position to be filled each nomination year) at the location where prospective nominees will work.
Position Criteria:
To be considered for approval by OINP, the position to be filled must:
• Be a permanent and full-time position: must consist of a minimum of 1,560 hours of paid employment in a 12-month period
• Be in a skilled occupation (National Occupation Classification Code 0, A or B)
• Meet wage criteria
i. prevailing wage level – if the position is going to be offered to a prospective nominee applying under the Foreign Worker Stream; or
ii. entry-level wage level – if the position is going to be offered to a prospective nominee applying under the International Student with a Job Offer stream.
iii. if the prospective nominee is already working in the position to be approved, the employer is required to pay a wage equal to or greater than the wage approved for that position.
• Not affect the settlement of any labor dispute or affect the employment of a person involved in such a dispute, or adversely affect employment or training opportunities for Canadian citizens or permanent residents of Ontario.
• Be necessary for the company’s operations.
To qualify, the Foreign Worker must meet the following criteria:
• Have an approved permanent, full-time job offer in a highly-skilled occupation (NOC 0, A or B), and meets the prevailing wage levels in Ontario for that occupation.
i. Note that foreign workers already working in the position that OINP approved need to be paid a wage equal to or greater than the prevailing wage for the occupation in the region of employment location
• have two years of relevant work experience in the last five years, or the relevant mandatory licensing in Ontario for a regulated occupation, and
• be residing abroad or residing, working, or visiting Canada on a valid work permit, study permit, or visitor record.
ii. International students
To qualify International Students with a job offer must meet the following criteria:
• Have an approved permanent, full-time job offer in a high-skilled occupation (NOC 0, A or B), and
• meets the entry-level wage in Ontario for that occupation
• have graduated from or have met the requirements of a full-time degree or diploma program at an eligible publicly-funded Canadian college or university that is at least two (2) years in length or a one-year post-graduate certificate program, which requires a previous degree in order to qualify,
• have completed at least half of their studies in Canada, and
• apply within two years from the date on which they graduated
iii. In-demand skills
To qualify in the In-Demand Skills Stream, a job offer must meet the following criteria:
• Is a permanent and full-time job offer in an eligible occupation in the agricultural or construction sectors and
• meets the prevailing wage levels in Ontario for that occupation and region
i. if you are already working in the position, the employer is required to meet prevailing requirements and pay a wage that is equal to or greater than your current wage
• The job offer must be in one of the following eligible occupations in National Occupation Classification Skill Level C or D
* NOC 7441-Residential and commercial installers and services;
* NOC 7521-Heavy equipment operators (except crane);
* NOC 8431-General farmworkers;
* NOC 8432-Nursery and greenhouse workers;
* NOC 8611-Harvesting workers;
* NOC 7611-Construction trades helpers and laborers;
* NOC 9462-Industrial butchers, meat cutters, poultry preparers, related workers.
• Note that seasonal work is not eligible for this stream.
Foreign workers must meet the following criteria:
• Work Experience: have 12 months of cumulative work experience in Ontario obtained within the 367 months before the date of your application to the OINP. The work experience must be paid, full-time (1560 hours) or the equivalent amount in part-time in Ontario and must be in an eligible occupation ( see list of eligible National Occupation Classification codes).
• Note that season work experience is not eligible to meet the work experience requirement for the In-Demand skills pilot
• Education: have completed the equivalent of a Canadian secondary school (high school) education or above, as demonstrated by a valid educational credential assessment.
• Valid certificate or license: have a valid certificate or license at the time of application for any work experience claimed in an occupation that requires certification or licensing.
• Language: have an English or a French-language level of Canadian language benchmark 4 or above in all language competencies (reading, writing, listening, and speaking )
• Settlement funds: have sufficient funds and/or income in Ontario to cover the settlement costs for you and your dependent family members.
iv. Masters Graduates,
The applicant must meet the following criteria:
• have graduated or have met degree requirements from a Master’s Degree program that is at least one academic year, completed full-time at an eligible publicly-funded university in Ontario,
• applying within two years of the date on which their Master’s Degree was granted,
• have legal status in Canada (i.e. study permit, work permit, visitor record),
• currently reside in Ontario and demonstrate at least 12 cumulative months of residence in Ontario in the 24 months prior to the submission of the application, and
• intends to live and work in Ontario,
• demonstrate high official language proficiency equivalent to Canadian Language Benchmark 7
• demonstrate a minimum level of savings/income to support themselves and their dependents,
• must not be intending to pursue further academic studies in Ontario.
• OINP will not accept applications from International Students in their final semester of studies. Applicants must have met all the degree requirements at the time of application.
v. Ph.D. Graduates
the applicant must meet the following criteria:
• have successfully completed all requirements for the degree (i.e. have completed all course work, and successfully defended their thesis and are awaiting the conferring of their degree) at an eligible publicly-funded university in Ontario where the applicant completed at least two years of study,
• applying within two years of the date on which their PhD was granted,
• intends to live and work in Ontario, and
• have legal status in Canada (i.e. study permit, work permit, visitor record) if living in Canada at the time of the application
* Ph.D. applicants can also apply for OINP outside of Canada.
vi. The Ontario Human Capital Priorities
To qualify under Ontario’s Express Entry Human Capital Priorities Stream, you must:
a) Have a valid profile in the Express Entry pool;
b) Qualify for either the Federal Skilled Worker Program (FSWP) or the Canadian Experience Class (CEC);
c) Indicate an interest in immigrating to either Ontario or “All Provinces and Territories” when you create a profile in Express Entry; AND
d) Have received a Notification of Interest from Ontario through your IRCC online account.
vii. Ontario French-Speaking Skilled Worker
To qualify under Ontario’s Express Entry French-Speaking Skilled Worker Stream, you must:
a) Have a valid profile in the Express Entry pool;
b) Qualify for either the Federal Skilled Worker Program (FSWP) or the Canadian Experience Class (CEC);
c) Indicate an interest in immigrating to either Ontario or “All Provinces and Territories” when you create a profile in Express Entry; AND
d) Have received a Notification of Interest from Ontario through your IRCC online account.
viii. Ontario Skilled Trades Stream
To qualify under Ontario’s Express Entry Skilled Trades Stream, you must:
a) Have a valid profile in the Express Entry pool;
b) Qualify for the Canadian Experience Class (CEC);
c) Indicate an interest in immigrating to either Ontario or “All Provinces and Territories” when you create a profile in Express Entry; AND
d) Have received a Notification of Interest from Ontario through your IRCC online account.
ix. Corporate Stream
To qualify, the applicant’s Corporate and his/her key staff must:
• The corporation must have been established for at least 36 months at the time of application submission
• Have the corporation invest a minimum of $5 million CDN in a new or existing business.
• The applicant’s corporation must create five full-time, permanent positions for Canadian citizens or permanent residents per key staff.
• Key staff seeking nomination must be currently employed with the corporation and be essential to the establishment, continued operation and success of the business in Ontario
• Key staff must meet a minimum language requirement of Canadian Language Benchmark (CLB4) or higher in order to be nominated after the business has been established in Ontario.
x. Entrepreneur Stream
To qualify, the applicant must meet the following eligibility criteria:
• Experience
a) At least 36 months of full-time business experience in the last 60 months;
b) Your experience must be as a business owner OR as a senior manager ( business management )
• Net Worth
a) If your proposed business will be located within the GTA, you must have a minimum net worth of $1,500,000 CDN
b) If your proposed business will be located outside of the GTA, you must have a minimum net worth of $800,000 CDN
c) If your proposed business will be in the ICT/ digital communications sector ( regardless of your proposed business location), you must have a minimum worth of $800,000 CDN
• Personal Investment Funds
a) If your proposed business will be located within the GTA, you must make a minimum personal investment of $1,000,000 CDN and have minimum equity ownership of 33.3 percent.
b) If your proposed business will be located outside of the GTA, you must make a minimum personal investment of $500,000 CDN and have minimum equity ownership of 33.3 percent.
c) If your proposed business will be in the ICT/ digital communications sector ( regardless of your proposed business location), you must make a minimum personal investment of $500,000 CDN and have minimum equity ownership of 33.3 percent.
• Job Creation
a) you must create at least two permanent full-time jobs for Canadian citizens / permanent residents.
• Exploratory Visit
a) If you plan to purchase an existing business, you must make at least one business-related visit to Ontario in the last 12 months prior to the date you submitted your application.
British Columbia Provincial Nominee Program (BC-PNP)
i. Skilled Workers
Applicants to the Skilled Worker category must :
• have accepted a full-time, indeterminate job offer (a permanent job, or one with no set end date) from a B.C. employer. The job must be in a National Occupational Classification (NOC) skilled occupation (Skill Type 0 or Skill Level A or B).
• be qualified to perform the duties of the job
• have at least two (2) years of directly related work experience
• show you can support yourself and your dependents
• have, or be eligible for, legal immigration status in Canada
• for NOC skill level B occupations, meet minimum language requirements
• have a wage offer in line with B.C. wage rates for the occupation
ii. Health Care Professional
Applicants to the Health Care Professional category must :
• have the support of, or a full-time, indeterminate job offer (a permanent job, or one with no set end date) from a public health authority as a:
Physician
Specialist
Registered nurse
Registered psychiatric nurse
Nurse practitioner
Allied health professional such as a: diagnostic medical sonographer; clinical pharmacist; medical laboratory technologist; medical radiation technologist; occupational therapist; physiotherapist
• if you are a midwife, have a letter of confirmation from an established practice group in B.C.
• qualify to work in your occupation in B.C.
• have at least two (2) years of directly related work experience
• show you can support yourself and your dependents
• have, or be eligible for, legal immigration status in Canada
• for NOC skill level B occupations, meet minimum language requirements
• have a wage offer in line with B.C. wage rates for the occupation
iii. International Graduates
Applicants to the International Graduates category must :
• have accepted a full-time, indeterminate job offer (a permanent job, or one with no set end date) from a B.C. employer. The job must be in a National Occupational Classification skilled occupation (Skill Type 0 or Skill Level A or B).
• qualify to work in your occupation in B.C.
• show you can support yourself and your dependents
• have, or be eligible for, legal immigration status in Canada
• have completed a degree, diploma or certificate from an eligible post-secondary institution in Canada in the past three years
• for NOC skill level B occupations, meet minimum language requirements
• have a wage offer in line with B.C. wage rates for the occupation
iv. International Post-Graduates
To qualify for this category, you must:
• have received an Express Entry Profile Number and a Job Seeker Validation Code from the IRCC Express Entry system. This shows you meet the minimum criteria for one of IRCC’s Express Entry programs:
o Federal Skilled Worker Program
o Federal Skilled Trades Program
o Canadian Experience Class
• have, or be eligible for, legal immigration status in Canada
• have completed a valid graduate program of study at an eligible post-secondary institution in B.C. in the last three years.
• show your intent and ability to live in B.C.
v. Entry level and Semi-Skilled Worker
Applicants to the Entry Level and Semi-Skilled category must :
• have accepted a full-time, indeterminate job offer (a permanent job, or one with no set end date) from a B.C. employer in a specific occupation in tourism/hospitality, long-haul trucking, or the food processing industry. For the Northeast Development Region of B.C., you may apply in any National Occupational Classification occupation (skill level C or D).
• have been working full-time for your employer for a minimum of nine consecutive months before applying
• meet minimum language and education requirements
• qualify to do the job offered to you
• show you can support yourself and your dependents
• have legal immigration status in Canada
• be earning a wage in line with B.C. wage rates for the occupation
vi. Skilled Workers
To qualify for this category, you must :
• have received an Express Entry Profile Number and a Job Seeker Validation Code from the IRCC Express Entry system. This shows you meet the minimum criteria for one of IRCC’s Express Entry programs:

x. Entrepreneur
To qualify for this category, you must :
• have a personal net worth of at least CAD$600,000
• demonstrate business and/or management experience
• have, or be eligible for, legal immigration status in Canada
• establish an eligible new business or purchase and improve an existing business
• make an eligible personal investment of at least CAD$200,000 in the business
• create at least one new full-time job for a Canadian citizen or permanent resident in the business
Alberta Immigrant Nominee Program (AINP)
i. Skilled Workers
Employer Criteria:
· Be incorporated or registered by or under an act of the legislature of a province or the Parliament of Canada and operating as a business that has an established production capability, plant or place of business in Alberta.
· Provide a job offer to the Candidate for permanent, full-time employment in a skilled occupation consistent with National Occupational Classification (NOC) skill level O, A or B.
· Provide a job offer to the Candidate that meets Alberta’s employment and wage standards.
· Provide a job offer to the Candidate that does not conflict with existing collective bargaining agreements. The AINP will not approve an application if there is a labour dispute in progress that may involve, directly or indirectly, either the employer or the candidate.
· Proof of a Labour Market Impact Assessment (LMIA), or alternatively, an LMIA exemption.
· If the Candidate is already working in Alberta with an LMIA, provide proof of compliance with its conditions. If the job offer is exempt from an LMIA, the employer must demonstrate that it is offering wages and benefits that meet industry standards.
· If the Candidate is outside Canada, demonstrate significant effort to recruit Canadian citizens or permanent residents.
Candidate Criteria:
• Demonstrate ability and intent to live permanently in Alberta.
• Have related education, training, previous work experience, and any Alberta licensing needed for the position and to meet AINP criteria.
• Provide valid work permit (if working in Alberta) or legal status in country of residence (if living abroad)
ii. International Graduates
Employer Criteria:
• Be incorporated or registered by or under an act of the legislature of a province or the Parliament of Canada and operating as a business that has an established production capability, plant or place of business in Alberta.
• Provide a job offer to the Candidate for permanent, full-time employment in a skilled occupation consistent with National Occupational Classification (NOC) skill level O, A, B or C.
• Provide a job offer to the Candidate that meets Alberta’s employment and wage standards.
• Provide a job offer to the Candidate that does not conflict with existing collective bargaining agreements. The AINP will not approve an application if there is a labour dispute in progress that may involve, directly or indirectly, either the employer or the candidate.
Show that the wages and benefits offered to the applicant meet industry standards
Candidate Criteria:
• Demonstrate ability and intent to live permanently in Alberta.
• Be working full-time in Alberta, at the time of application, for an Alberta employer who is supporting your application.
• The occupation in the full-time job offer from the employer and the occupation performed by the candidate must be the same occupation, and must fall under one of NOC 0, A, B, or C.
• The international graduate must have obtained a diploma or degree from an educational program of at least one (1) year in duration from a publicly funded post-secondary institution in Canada or an approved private post-secondary institution in Alberta.
• Have a current and valid Post-Graduation Work Permit issued by IRCC.
• If working in a NOC C occupation, the candidate must submit official test results showing that he/she meets the minimum language standards, and the test results cannot be more than two years old at the time of application to the AINP.
iii. Semi-Skilled Worker
Employer Criteria:
• Be incorporated or registered by or under an act of the legislature of a province or the Parliament of Canada and operating as a business that has an established production capability, plant or place of business in Alberta.
• Be operating in one of the following five eligible industries under the AINP Semi-Skilled Work Category: food and beverage processing, hotel and lodging, manufacturing, long-haul trucking industry, and food service industry (pilot project).
• Provide a job offer to the Candidate for permanent, full-time employment that is in an eligible semi- skilled occupation, meets Alberta’s employment and wage standards and does not conflict with existing collective bargaining agreements.
• Have a LMIA confirmation for the Candidate and meet all the conditions of the LMIA. Note that for Front Desk Agent/ Clerk (NOC 6525) an LMIA is not required if the Candidate is working with the Alberta Employer on a Post-Graduation Work Permit.
• Submit to the AINP a candidate who meets all job requirements and AINP criteria.
• Complete an accommodation; settlement and retention plan for the Candidate.
• Meet the additional criteria required for their industry (food and beverage processing, hotel and lodging, manufacturing, long-haul trucking industry and foodservice industry (pilot project).
Candidate Criteria:
• Be currently working in Alberta on a work permit for an eligible AINP Semi-skilled Occupation;
• Have completed a minimum of high school education;
• Have achieved an acceptable result in one of the applicable tests in the last two years: a CELPIP or an IELTS, or an TEF.
Meet the criteria required for their industry.
Five Industries are eligible:
• Food and Beverage Processing Industry
• Hotel and Lodging Industry
• Manufacturing Industry
• Long-Haul Trucking Industry
• Food Services Industry Pilot Project
iv. Compulsory and Optional Trades Category
· Have obtained Journeyman Certification under the Alberta Apprenticeship and Industry Training (AIT) program or other recognized qualification for compulsory or optional trades;
· The tradesperson must be either working in Alberta in the applicable trade or previously worked in their trade with an Alberta employer for at least 6 months in the past 2 years;
· Demonstrate the intention to reside permanently in Alberta
v. Engineering Occupations Category
· Foreign nationals who are working or have worked in the last two years in Alberta with a qualified employer in one of thirteen designated engineering occupations, possess the education and qualifications to perform the engineering occupation, and either have membership with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) or a letter of no objection from APEGA, are eligible to apply to the AINP in strategic Recruitment Stream
vi. Post-graduate Worker
· Candidates in the Post-Graduate worker stream can apply to the AINP without the support of their employer;
· Must be working full-time in Alberta for an Alberta employer at the time of application
· Must have obtained a certificate, diploma, degree or have completed a graduate level program from an approved public or private post-secondary institution in Alberta;
· The program of study must have been at least one year in length;
· Candidate must also have a current and valid post-graduation work permit and be working in a NOC 0, A, B or C occupation;
· Meet minimum language standards.
vii. Self-employed Farmer
Candidate Criteria:
• Proven farm management skills including education, training and work experience
• Financial records for an existing farm business
• Business plan for proposed Alberta farm. Priority will be given to applications representing the best opportunity for growth relevant to Alberta’s agri-food targets
• Proof that a candidate financial institution is willing to finance the proposed farming business
• Commitment to invest at least $500,000 in an Alberta farming enterprise
• Minimum net worth of $500,000 or approved financing and sufficient financial resources to develop a sustainable farming operation.
Saskatchewan Immigrant Nominee Program (SINP)
i. Entrepreneurs
Eligibility Criteria:
• Minimum net worth of $500,000 CAD that can be verified;
• Accumulation of net worth through legal means, which can be verified;
• Minimum three years entrepreneurial or relevant business management experience.
Investment Requirements:
• Invest a minimum of $300,000 CAD in Regina and Saskatoon or a minimum of $200,000 CAD in all other Saskatchewan communities;
• Establish a business that aligns with the points assigned in the Entrepreneur Category Points Grid, if applicable (for investment amount and sector);
• Own at least one third (33.3 percent) of the equity of a business in Saskatchewan unless your total investment is $1 million CAD or higher;
• Provide active and on-going participation in the day to day management and direction of the business; and
• If you are establishing a new business in Regina or Saskatoon, create two employment opportunities for Canadians or permanent residents in Saskatchewan ( non-relative workers)
ii. Farm Owner and Operator
Eligibility Criteria:
• Available Equity – Minimum net worth of $500,000 CAD that can be verified;
• Refundable Cash Deposit – you must sign a Perform Agreement committing to purchase a farm operation in Saskatchewan and make a “good faith” deposit of $75,000 CAD in trust. The cash deposit will be returned to you when the terms of the Performance Agreement are met. The deposit will be forfeited to the Province if the terms are not met within two years of landing in Saskatchewan.
• Mandatory visit to Saskatchewan – you must have conducted a comprehensive exploratory visit to Saskatchewan of no less than five working days and must meet with a SINP representative.
• Farm operation knowledge and experience – you must provide documentation ( e.g. education and training, work experience, financial documents of their previous operations ) that demonstrates that you are a knowledgeable farm operator.
A practical, well-thought-out proposal for a commercial Saskatchewan farming opportunity.
Eligibility Criteria:
• Have a personal net worth of at least $300,000 CAD that can be verified;
• Have accumulated your net worth legally;
• Be under the age of 40 at the time of your application;
• Have at least three years of experience in Farm ownership; Farm management; or Practical farming experience;
• Provide a documented proposal for a commercial Saskatchewan farming opportunity. In Saskatchewan, a qualified farming business must have a minimum of $10,000 CAD annual revenue;
• In addition to all the above, you or your spouse must have marketable employment skills, based on education and experience that allows you to supplement your farming income.
• Ensure you can make a “good faith” deposit $75,000 CAD
Make an exploratory visit to Saskatchewan for at least five days.
iii. International Skilled Worker
This category enables the SINP to nominate individuals who have the education, skilled work experience, language ability and other factors to help them to successfully establish and integrate into Saskatchewan’s labour market and communities. Streams under this category include the following:
• International skilled worker – Employment Offer Sub-Category
o skilled worker with an offer of skilled employment from a Saskatchewan employer may be eligible

iv. Saskatchewan Experience
This category is for foreign nationals currently working and living in Saskatchewan. Streams under this category include the following:
• Applicants with existing Work Permit Sub-Category
o skilled worker who have been working in Saskatchewan for at least six months under a valid work permit may be eligible
• Health Professional Sub-Category
o internationally trained health professionals ( physicians, nurses or other health professions ) who have been working in Saskatchewan for at least six months under a temporary work permit may be eligible
• Hospitality Sector Project Sub-Category
o foreign workers who are working in Saskatchewan in one of the following occupations may be eligible
i. Food / Beverage Server
ii. Food Counter Attendant/ Kitchen Helper
iii. Housekeeping / Cleaning Staff
• Long Haul Truck Driver Project Sub-Category
o foreign worker who have been working in Saskatchewan trucking firms for at least six months may be eligible
• Student Sub-Category
o students who have graduated from a recognized, post-secondary educational institution in Canada can apply for nomination by the SINP
e. Manitoba Provincial Nominee Program
i. Skilled Workers in Manitoba
Eligibility Criteria:
• Currently working in Manitoba and have been offered a permanent job with their Manitoba employer
• Intention to settle in Manitoba
• Have worked for at least six months in Manitoba under a valid work permit
• Have a full-time, long-term employment offer from Manitoba employer for whom they have been working.
• The job offer must comply with the prevailing regional wage rates, must not be in conflict with existing collective bargaining agreements and comply with Manitoba employment standards.
• The applicant must meet the required qualifications for the position including having sufficient English or French proficiency.
• International Graduates may also apply, but only once they have completed at least a one-year full-time program of studies at a post-secondary institution in Manitoba and have worked for at least six months in Manitoba and obtained a full-time, long-term employment offer.
• International Graduates who have completed studies outside of Manitoba before taking up employment in Manitoba must complete at least one year of employment in Manitoba before becoming eligible for consideration under the MPNP.
ii. Skilled Workers Overseas
Eligibility Criteria:
• A Manitoba Supporter is an established resident of the province who is a friend or relative of the applicant and is willing and able to review and endorse the applicant’s plan for settling and finding employment in their destination community. The Manitoba supporter must be either a Canadian citizen or permanent resident who has sufficiently close ties to the applicant and have lived in Manitoba at least one year continuously;
• Applicant have previously worked for at least six months for a Manitoba employer on a full-time basis while having a valid Work Permit in Canada;
• Have attended and completed a post-secondary program of at least one academic year in duration (other than language training) in Manitoba whilst having a valid Study Permit in Canada; or
• Have a Letter of Invitation to apply received directly from the MPNP: Letters of Invitation to apply are extended to eligible applicants after being interviewed as part of an MPNP recruitment mission abroad or the applicant’s exploratory visit to Manitoba if they are able to demonstrate willingness and ability to settle in Manitoba, but do not have specific ties to the province through a friend, relative, past education or past employment in Manitoba.
Candidates will be assessed based on:
• Age: 21 – 45 (unless otherwise specifically requested by the employer)
• Education: Have completed post-secondary education where required by the occupation/employer. (on selected pilots, on the job training may be considered)
• Work Experience: Have at least 3 years of experience in the past 5 years in an occupation related to the in-demand occupation for which they are being selected.
• Official Languages Proficiency: Meet demonstrate language proficiency of CLB/NCLC 5 in all four skill areas. CLB/NCLC 4 for NOC C and D occupations may be considered at MPNP discretion.
• Adaptability and Settlement Supports: Priority will be given to labour market needs outside of the Manitoba Capital Region. Candidates who demonstrate stronger ties to another province of Canada, through previous employment or previous completion of post-secondary education, may be deemed a retention risk and not approved by the MPNP.

f. New Brunswick Provincial Nominee Program (NBPNP)
i. Skilled Workers with Employer Support
Eligibility Requirements:
• Be between 22 and 55 years of age.
• Have sufficient English and, or French language ability to fulfill your job duties. As of July 1, 2012, Provincial Nominee Program (PNP) applicants in National Occupation Classification (NOC) Skill Levels C and D must undergo mandatory language testing and achieve a minimum standard of Canadian Language Benchmark (CLB) 4 across all four categories: listening, speaking, reading and writing, prior to obtaining a Provincial nomination certificate.
• Have the education, qualifications and, or licenses needed to fulfill your job duties.
• You will live and work in New Brunswick.
• Your offer of employment is genuine.
• You are a permanent full-time employee of a New Brunswick Company.
• Your job is represented in one of the following National Occupation Classification (NOC) skill levels:
o Skill levels O, A, B
o Skill level C, Skill type 1, 3, 7, 8, 9
o Skill level D, Skill type 1, 3, 7, 8, 9
• Your job is in an area of skill shortage.
• Your job must provide a comparable industry rate of pay.
• Your job complies with New Brunswick employment standards.
• You score a minimum of 50 points in the selection factors.
ii. Skilled Workers with Family Support
Eligibility Requirements for Applicant:
• Have a close relative in New Brunswick.
• Be between 22 and 50 years of age.
• Have sufficient English and, or French language ability to settle in New Brunswick and fulfill your job duties in your intended occupation.
• Have the education, qualifications and, or licenses needed to settle in New Brunswick and fulfill your job duties in your intended occupation.
• You will live and work in New Brunswick
• You have at least two years of continuous full-time work experience within the last five years, in your intended occupation in New Brunswick.
• Your job is represented in one of the following National Occupation Classification (NOC) skill levels:
o Skill levels O, A, B
o Skill level C, Skill type 1, 3, 7, 8, 9
o Skill level D, Skill type 1, 3, 7, 8, 9
• You have the funds to settle in New Brunswick.
Eligibility Requirements for Family supporter:
• You are a close relative of the Family Supporter.
• You are a Canadian citizen or permanent resident of Canada, residing full-time in New Brunswick
• You have been operating a business in New Brunswick for at least 12 consecutive months as of the date the Applicant’s immigration application was received at the NBPNP Office and was assigned an NBPNP application number.
• Or, have been working in New Brunswick for at least 12 consecutive months as of the date the Applicant’s immigration application was received at the NBPNP Office and was assigned an NBPNP application number.
• You are financially self-supporting. You must not have declared bankruptcy.
• You will participate in an interview with an official from the Population Growth Division.
• You will assist the Applicant with a Settlement Plan.
You will support only one applicant at a time.
iii. Entrepreneurial Stream
Eligibility Requirements:
• have an eligible connection to New Brunswick; and
• be between 22-55 years of age; and
• have a score of at least 5 on the Canadian Language Benchmark Test in speaking, listening, reading and writing competencies in English or French; and
• have completed a minimum of two years of full-time post-secondary education after completing high school; and
• have a verifiable personal net worth of at least CAD $600,000 of which CAD $300,000 must be liquid and unencumbered funds; and
• have at least three out of five years of experience in managing and owning a business (of at least 33.3%);
or
have five years out of five of experience in a senior business management role or more;
and
• want to live permanently in New Brunswick, while owning and managing a local business; and
• be able to invest at least $250,000 CAD of your own funds to establish a business in NB.
iv. Atlantic Immigration Pilot Project
The Atlantic Immigration Pilot is a three-year employer-driven immigration program to attract and retain global talent while supporting population growth and addressing labour shortages. The Atlantic Immigration Pilot Project (Pilot) is employer-driven and intended to help employers find permanent workers to fill labour market needs that currently go unfilled. Employers who have been approved for designation are not listed on our website or shared with individuals.
Employer must meet the following criteria:
• The employer wants to hire full-time, non-seasonal international candidates;
• The employer and their business are well-established and in good standing; and
• The employer is committed to meet the settlement needs of international candidate(s) and accompanying family members.
• Employers will meet and interview pre-screened applicants in various predetermined locations based on employers’ needs.
• All recruitment events will be linked to specific sectors and skill sets in demand in New Brunswick. Only those individuals who are in the identified sectors will be encouraged to register.
• Foreign nationals interested in potentially applying for permanent residency under the Pilot are encouraged to monitor the Provincial website for any upcoming international recruitment activities.
Nova Scotia Provincial Nominee Program (NSNP)
i. Nova Scotia Labour Market Priorities
Eligibility Requirements:
• receive a Letter of Interest from the Nova Scotia Nominee Program within the Express Entry system; meet the minimum work experience requirements of the Express Entry stream for which you have qualified; demonstrate sufficient funds to successfully establish yourself and your family in Nova Scotia and to pay your immigration costs and travel expenses; have legal status in your current country of residence; and meet eligibility criteria in place at the time you are issued a Letter of Interest.
Letters of reference must:
• be written on company letterhead;
• be signed by the responsible human resources officer, supervisor, or manager;
• show company’s full address, telephone number, e-mail and website addresses and be stamped with the company’s official seal (if applicable)
ii. Physician
The Physician Stream is only open to general practitioners and family physicians (NOC 3112) and specialist physicians (NOC 3111) with signed approved opportunities with the Nova Scotia Health Authority or the IWK Health Centre.
Eligibility Requirements:
• Be signed and dated by a person authorized to hire physicians at the NSHA or IWK
• Be signed and dated by the applicant who is accepting the opportunity
• Indicate eligibility for licensure with the College of Physicians and Surgeons of NS
• Indicate that the applicant is eligible to apply for privileges and credentials with NSHA and the IWK
iii. Entrepreneur
The Entrepreneur Stream is for experienced business owners or senior business managers who want to live in Nova Scotia. They must start a new business or buy an existing business and must actively participate in the day-to-day management of the business. After operating the business for a year, the entrepreneur may be nominated for permanent resident status. Application to the stream is by invitation only.
Eligibility Requirements:
• be 21 years of age or older;
• want to live permanently in Nova Scotia while owning and actively managing a Nova Scotia business;
• have a net worth of at least $600,000 CAD;
• be able to invest at least $150,000 CAD of your own money to establish a business in Nova Scotia;
• have at least 3 years’ experience actively managing and owning a business (1/3 ownership minimum) OR more than 5 years’ experience in a senior business management role;
• have a score of at least 5 on the Canadian Language Benchmark in speaking, listening, reading and writing in English or French;
• complete an online Expression of Interest;
• receive an Invitation to Apply from the Nova Scotia Office of Immigration.
iv. International Graduate Entrepreneur
The International Graduate Entrepreneur Stream is for recent graduates of a Nova Scotia university or the Nova Scotia Community College. They must have already started or bought a Nova Scotia business and operated it for at least a year. If they intend to settle in Nova Scotia, the graduate may be nominated for permanent resident status. Application to the stream is by invitation only.
Eligibility Requirements:
• want to live permanently in Nova Scotia while owning and actively managing a Nova Scotia business;
• have at least one year’s continuous experience actively managing and owning your current Nova Scotia business (100% ownership minimum);
• have completed a degree or diploma after at least 2 academic years of full-time, in-person study at a university in Nova Scotia or the Nova Scotia Community College;
• have a valid post-graduation work permit;
• have a score of at least 7 on the Canadian Language Benchmark in speaking, listening, reading and writing in English or French;
• complete an online Expression of Interest;
• receive an Invitation to Apply from the Nova Scotia Office of Immigration
v. Skilled Worker
Eligibility Requirements:
• have a full-time permanent job offer from a Nova Scotia employer;
• have 1 year of work experience related to the job. (Semi-skilled and low-skilled workers must already have six months’ experience with the employer.);
• be 21 to 55 years old;
• have a high school diploma;
• have the appropriate training, skills and/or accreditation for the job;
• prove language ability equal to Canadian Language Benchmark (CLB) Level 5 if you are a skilled worker. If your first language is English or French, that is enough proof. Semi-skilled and low-skilled workers must have test results to prove they meet CLB 4 even if their first language is English or French;
show enough financial resources to successfully settle in Nova Scotia.
vi. Nova Scotia Demand: Express Entry
The Nova Scotia Demand: Express Entry stream selects highly skilled individuals who wish to live in Nova Scotia permanently. Applicants must have a good chance of quickly finding a job in Nova Scotia’s labour market. The Nova Scotia Office of Immigration reserves the right to consider only certain types of occupations for nomination, depending on current labour market needs.
Eligibility Requirements:
• have a profile registered in Immigration, Refugees and Citizenship Canada’s Express Entry system;
• score 67 points or more on the stream’s six selection factors;
• have a job offer from a Nova Scotia employer for full-time skilled work that lasts at least one year after your permanent resident visa is issued. For a job offer to be valid in Express Entry and receive points, employers will usually need an LMIA from ESDC. There are a few exceptions: cic.gc.ca/english/immigrate/skilled/exempt.asp;
• have 1 year of skilled work experience related to the job;
• have a Canadian high school credential or equivalent;
• prove language ability in English or French at Canadian Language Benchmark 7;
• show enough financial resources to successfully settle in Nova Scotia.
vii. Nova Scotia Experience: Express Entry
Eligibility Requirements:
• have at least 1 year of work experience in Nova Scotia;
• be 21 to 55 years old;
• have a Canadian high school credential or equivalent;
• prove language ability in English or French on the Canadian Language Benchmark (CLB). You need CLB 7 for skilled work in the National Occupational Classification (NOC) 0 and A. You need CLB 5 for NOC B positions;
• have a profile registered in Immigration, Refugees and Citizenship Canada’s Express Entry system
Nova Scotia Provincial Nominee Program (NSNP)
i. Skilled Worker Stream
Eligibility Requirements:
• have a full-time job offer from a Newfoundland and Labrador employer that meets provincial employment standards and prevailing wage rates;
• Have a valid Work Permit
• Have the qualifications, training, skills and /or accreditation required for the job;
• Can demonstrate the intention and ability to settle permanently in Newfoundland and Labrador;
• Have a job or job offer that does not contravene existing bargaining unit agreements or any employment disputes;
• Can demonstrate that you have sufficient settlement funds and financial resources to successfully establish yourself and any dependents in NL;
Meet Minimum Language Requirements
ii. International Graduate Stream
Eligibility Requirements:
• have completed at least half of your studies in Canada and have graduated from an eligible publicly funded Canadian college or university
• Have completed a minimum of a two-year diploma or degree program, while studying on a full-time basis. One-year post-graduate degree programs and certificate programs which require a previous degree or diploma (which may have been obtained abroad), are also eligible.
• Have a full-time permanent job offer in your field of study, or a related field of study, from a NL employer;
• Have an IRCC Post-Graduate Work Permit
• Have the qualifications, training, skills, and accreditation required for the job;
• Can demonstrate the intention and ability to settle permanently in NL;
• Have a job or job offer that meets provincial employment standards, and prevailing wage rates;
• Have a job or job offer that does not contravene existing bargaining unit agreements or any employment disputes;
• Can demonstrate that you have sufficient financial resources to successfully establish yourself and any dependents in NL;
• Can demonstrate sufficient English or French language capability to perform the employment duties.
• If you completed your studies at a recognized post-secondary institute outside of NL, you may be required to work in a job that is in your field of study for a minimum of 1 year prior to submission of your PNP application.
• If you are nominated in an occupation classified in NOC C or D you will have to meet Minimum Language Requirements.
iii. Express Entry Skilled Worker Stream
Eligibility Requirements:
• Be accepted into IRCC’s Express Entry pool and Express Entry Profit Number;
• Score a minimum of 67 points out of 100 on the PNP point assessment grid
• Have a high-skilled full-time job from a NL employer based on the National Occupation Code (NOC) classification system;
• Have a full-time job offer from a NL employer that meets prevailing wage rates, and must not contravene existing bargaining unit agreements or interfere with a labour dispute;
• Have a valid work permit;
• Have a Canadian post-secondary degree or diploma, or an Educational Credential Assessment (ECA) report;
• Be able to demonstrate the intention and ability to settle permanently in NL and can demonstrate with proof that they have sufficient settlement funds or financial resources to successfully establish themselves and any dependents in NL;
• Be able to provide language test results from a designated testing agency that match the language level declared in the Express Entry profile; and
• If work experience is in an occupation that is regulated in NL and requires mandatory certification or licensing in the province, proof of eligibility for provincial licensure or certification to be able to work in that profession must be submitted with the PNP application.
Northwest Territories Nominee Program (NTNP)
i. Critical Impact Worker
Employer Criteria:
• Have a job vacancy;
• Identify a potential nominee;
• Be a registered business, industry association or a local, municipal, First Nation or the Government of the Northwest Territories that has been registered and operational for at least six months;
• Be in good standing and in compliance with the Workers’ Safety and Compensation Commission (WSCC) and the Employment Standards Act;
• Provide proof of local and national recruitment efforts and submit a summary of results consistent with the Employer Driven Program Application Guidelines; or
• Obtain a positive Labour Market Impact Assessment (LMIA), or provide a copy of an open work permit;
• Provide an employment contract for a permanent full-time (minimum 30 hrs. /week) in an occupation that falls into National Occupation Code (NOC) skill levels C or D;
• The employment must not conflict with existing collective bargaining agreements; comply with the Employment Standards Act and must offer a comparable industry rate of pay.
ii. Skilled Worker
Applicant Criteria:
• Have the required certification or accreditation for the specific trade or occupation;
• If applicable, meet territorial certification, licensing or registration requirements of the job (for non-regulated occupations, the employer is responsible for ensuring that the nominee meets occupational standards);
• Have the required work experience for the specific occupations advertised;
• Provide proof of sufficient financial or settlement income;
• Not be a refugee claimant.
iii. NWT Express Entry
Applicant Criteria:
• Have been accepted into the IRCC’s Express Entry Pool
• Have been issued an Express Entry Profile Number and a Job Seeker Validation Code
• Criteria for the Northwest Territories’ Nominee Program Skilled Worker
• Criteria for Citizenship and Immigration Canada’s Express Entry Pool.
• Have expressed interest in immigrating to the Northwest Territories.
iv. Entrepreneur
Applicant Criteria:
• A minimum of $300,000 CDN equity into starting or buying a business within the corporate boundaries of Yellowknife, NWT;
• A minimum of $150,000 CDN equity into starting or buying a business outside of the corporate boundaries of Yellowknife, NWT;
• Have a personal net worth of:
o At least $500,000 CDN if starting or buying a business within the corporate boundaries of Yellowknife, NWT;
o At least $250,000 CDN if starting or buying a business outside the corporate boundaries of Yellowknife, NWT;
• Have an additional $75,000 kept in a trust account and released upon completion of a Performance Agreement based on a business proposal;
• Demonstrate that they own at least one‐third (33.3%) of the business:
o Where your personal equity investment is at least $1,000,000 you may own less than one‐third (33.3%) of the business pursuant to the Immigration and Refugee Protection Regulations section 87(6)(b)(ii).
• Demonstrate a reasonable knowledge and understanding of NWT and its economy;
• Be able to demonstrate reasonable communication skills to conduct business in the NWT; and
• Have the necessary experience and education to successfully implement the business plan.
Prince Edward Island Provincial Nominee Program (PEIPNP)
i. Atlantic Immigration Pilot
Employer Criteria:
• Want to hire full-time, non-seasonal, international candidates
• Be in good standing with provincial and federal standards and legislation as per the program guidelines
• Demonstrate your preparedness to receive and meet the settlement needs of the international candidate(s) and accompanying family members, and agree to do so
• Understand and agree to the reporting requirements for the program
ii. Critical Worker Stream
Applicant Criteria:
• Have a full-time, long-term job offer from a PEI employer
• Have worker a minimum of 6 months full-time for the PEI employer
• Have a valid work permit
• Possess a minimum education of high school equivalent
• Be between 21 to 59 years old
• Have at least 2 years of relevant work experience or education within the past five years
• Meet the minimum language requirement
• Demonstrate sufficient settlement supports and financial resources
• Intention to settle in PEI
iii. International Graduate Stream
Applicant Criteria:
• Have a full-time, long-term job offer from a PEI employer at a NOC 0, A, B;
• Have worker a minimum of 6 months full-time for the PEI employer;
• Have a valid post-graduate work permit;
• Must have completed at least a two-year diploma or degree program while studying full time;
• Must have graduated within the past two years from full-time study at an accredited PEI university or college;
• Be between 21 to 59 years old
• Meet the minimum language requirement
• Demonstrate sufficient settlement supports and financial resources
• Intention to settle in PEI
• Score at least 50 points on the labour impact self-assessment.
iv. Skilled Worker Stream
Applicant Criteria:
• Have a full-time, long-term job offer from a PEI employer at a NOC 0, A, B;
• Have worker a minimum of 6 months full-time for the PEI employer;
• Have a valid work permit;
• Must have completed at least a two-year diploma or degree program;
• Must have graduated within the past two years from full-time study at an accredited PEI university or college;
• Be between 21 to 59 years old
• Have at least two years of full-time work experience within the past five years;
• Meet the minimum language requirement
• Demonstrate sufficient settlement supports and financial resources
• Intention to settle in PEI
• Score at least 50 points on the labour impact self-assessment.
v. PEI Express Entry Stream
To be eligible for nomination through PEI Express Entry, you must:
meet the requirements of at least one of the Federal Economic Immigration programs:
Federal Skilled Worker Program;
Federal Skilled Trades Program; or
Canadian Experience Class
create a Federal Express Entry Profile and be placed in the pool of candidates. You can create a profile at any time through IRCC
There are two pathways to permanent residency through the PEI Express Entry Category, depending on if you have a job offer in PEI or not. Priority will be given to applicants that are living and working in PEI.
vi. 100% Ownership Stream
To be eligible for nomination through the 100% Ownership stream, you must:
have a minimum verifiable personal net worth of $600,000 which has been accumulated through legal and legitimate sources in your own right;
have a minimum education of secondary school equivalent;
be within 21-59 years of age at the time of application;
have transferable management skills and past employment or business ownership experience;
meet minimum language requirements equivalent to a CLB 4
intend to live and work in PEI while providing day-to-day active and ongoing management of your PEI-based company;
Attend an interview with staff from the Office of Immigration; and
Sign an escrow agreement with the Province and submit a $200,000 deposit, which will be refunded upon you meeting the terms and conditions of the escrow agreement.
vii. Partial Ownership Stream
To be eligible for nomination through the Partial Ownership stream you must:
have a minimum verifiable personal net worth of $600,000 which has been accumulated through legal and legitimate sources in your own right;
have a minimum education of secondary school equivalent;
be within 21-59 years of age at the time of application;
have transferable management skills and past employment or business ownership experience;
meet minimum language requirements equivalent to a CLB 4; and
intend to live and work in PEI while providing day-to-day active and ongoing management of your PEI-based company.
Attend an interview with staff from the Office of Immigration.
Sign an escrow agreement with the Province and submit a $200,000 deposit, which will be refunded upon you meeting the terms and conditions of the escrow agreement
viii. Work Permit Stream
To be eligible for nomination through the Work Permit stream you must:
have a minimum verifiable personal net worth of $600,000 which has been accumulated through legal and legitimate sources in your own right;
have a minimum education of secondary school equivalent;
be within 21-59 years of age at the time of application;
have transferable management skills and past employment or business ownership experience;
meet minimum language requirements equivalent to a CLB 4; and
intend to live and work in PEI while providing day-to-day active and ongoing management of your PEI-based company
Attend an interview with staff from the Office of Immigration.
Meet the terms and conditions of the Performance Agreement signed with the Office of Immigration.
Yukon Provincial Nominee Program (YNP)
i. Skilled Worker
Employer Criteria:
• Must be a Canadian citizen or a permanent resident of Canada.
• Must have been registered and operating the business for which the application has been submitted, in the Yukon for a minimum of one year, on a full-time basis.
• Must provide (free to nominees) health insurance that gives similar coverage to what a Yukon resident gets under the Health Care Insurance Plan Act until the nominee is eligible for insured health card under the Health Care Insurance Plan Act.
• Must provide the Yukon median wage
• Must pay for the air travel costs for the nominee to come to the Yukon from his/her place of permanent residence if they are not already present in Yukon
• Must pay for the return air transportation for the nominee from Yukon to their country if the nominee does not obtain permanent residency or is no longer participating in the Yukon Nominee Program
• Must verify previous work experience and qualifications of the foreign national prior to submitting the application
Candidate’s Criteria:
• Minimum acceptable level of education is the completion of high school;
• Have at least one years of related work experience for the skilled worker stream for the position being nominated for;
• Meet the minimum language requirement;
• Foreign workers who are currently in Canada must maintain a valid work permit;
• Must have completed at least a two-year diploma or degree program;
• Demonstrate sufficient settlement supports and financial resources
• Intention to settle in PEI
• Score at least 50 points on the labour impact self-assessment.
ii. Express Entry
Candidate’s Criteria:
• Meet the requirements of one of these three federal economic immigration programs mentioned above.
• Complete the online Express Entry application to get a IRCC Express Entry Profile Number and, if applicable, a Job Seeker Validation Code.
• have the required settlement funds to support themselves and any family members who are coming with them to Canada.
• Have a valid job offer for permanent, full-time work from an eligible Yukon employer.
• Plan to live and work in Yukon.
iii. Critical Impact Worker
Candidate’s Criteria:
• The minimum acceptable level of education is completion of high school.
• Demonstrate at least six months of related work experience for the Critical Impact Worker stream for the position being nominated for;
• Meet the minimum language requirement;
• Foreign nationals, who are looking to work in jobs that fall in Skill Level C or D, are required to have minimum scores in each category
• Foreign workers who are currently in Canada, must maintain a valid work
• If you are under Implied Status, you are not eligible to apply for nomination through the YNP.
• Any foreign national who is in Canada on a student permit needs to provide proof of one year of study for certificate programs or two years of study for diploma programs or completion of a Bachelor program before being considered for the Yukon Nominee Program.
• Foreign Students who are enrolled in the ESL program at Yukon College must have completed Level 8 of the ESL program.
iv. Business Nominee
Candidate’s Criteria:
• Have obtained a minimum score of 65 points on the assessment grid (including a minimum of 10 on language ability);
• Has successfully completed high school, at minimum.
• Has a minimum of 3 years of entrepreneurial or business management experience;
• A minimum of 5 years of relevant work experience;
• Has never been refused immigration by the Government of Canada;
• Has no applications with other provincial or territorial nominee programs;
• Has a minimum net worth of $500,000 CAD, with documented proof that it was obtained through legal means. This MUST be verified by a Yukon accounting firm;
• Has a minimum $300,000 in liquid assets (cash, bonds, cash derivatives etc.) with documented proof that they were obtained through legal means. This MUST be verified by a Yukon accounting firm;
• Intends to settle in Yukon permanently;
• Agrees to reside in Yukon with dependents, if applicable, while actively managing and investing in their own Yukon business.
• They must hold a position within their business of NOC 0 or A;
• Has not yet purchased or started the business;
• Must demonstrate how they will expend a minimum capital investment of $300,000 in the business in the first two years
